To Moodle or not to Moodle: The Ideal e-Learning Environment for Teacher Colleges in Uganda ?
This article discusses the integration of e-learning in Uganda’s teacher colleges, accelerated by the COVID-19 pandemic. With the shift towards digital education, the Ministry of Education and Sports developed the Digital Education Agenda (2022-2026) to incorporate ICT in teaching, learning, and institutional management. To support educators, a General Methods e-learning course was launched, providing free, self-paced training in 21st-century teaching skills. Additionally, e-learning courses were introduced to enhance administrative capacity in teacher colleges. These courses are hosted on Moodle, a globally recognized Learning Management System chosen for its flexibility and accessibility. In February 2021, six key institutional development courses were launched for 150 management staff, covering gender, HRM, leadership, communication, finance, and climate-responsive design, with plans for broader implementation. These efforts aim to modernize Uganda’s teacher education system, ensuring sustainable digital learning and institutional effectiveness.
