Angola’s Presidential Decree No. 93/21 establishes the legal framework for management and leadership positions in public schools. It requires a higher education degree (Bachelor in Educational Sciences), proficiency in the Portuguese language, at least 5 years of experience as a tenured teacher, and the duty to teach in their field of expertise whenever necessary, with this leadership tenure counting toward their career progression.
